Santa Barbara has something many cities don't: a formal Sewer Lateral Inspection Program, known as SLIP. The City established it in 2007 to reduce sewer spills from private laterals. Under it, property owners are responsible for the pipe from the house to the public sewer, including the connection to the main, and the City may ask an owner to have that pipe inspected on camera.

Pre-1970 laterals
According to the City, if a house was built before 1970 its lateral is most likely clay, cast iron or Orangeburg and may need repair, rehabilitation or replacement. The City is clear that the only way to know is a camera inspection by a City Certified CCTV inspector, or finding out from a backup.
SLIP letters
Owners sometimes receive a SLIP letter after the City's own camera work in the main finds a defect connected to their lateral. The City's SLIP pages explain what the letter means and how to reach SLIP staff.
